Turf Removal Grants for Income-Qualified Customers

Anaheim Public Utilities and Santa Ana Watershed Project Authority (SAWPA) have partnered to provide turf removal grants to income qualified customers at no cost. The grants are part of the Water-Energy Community Action Network (WECAN), and the City of Anaheim is one of the locations selected for the grant program.

This program includes the following services


  1. Permanent removal of living turf-grass/lawn, (750-1,000 square-feet) 
  2. Application of a weed barrier 
  3. Installation of drip irrigation and capping of spray in project area 
  4. Mulch cover for the newly landscape area 
  5. Irrigation controller adjustment with current watering/schedule 
  6. Two follow-up visits after the installation of the landscaping

Each participant must agree to allow EcoTech Services, Inc. (program contractor) to perform the project services as described above and participants must agree to allow representatives from EcoTech and/or City of Anaheim, to enter the participant’s outdoor property for the following purposes:

  1. Perform the project services
  2. Take photos throughout the project 

The program’s goal is to implement water conservation measures for single-family residential properties to qualified customers who are unable to implement conservation measures without financial assistance. Installing drought tolerant landscape saves approximately 44 gallons of water per square foot annually. The reduced watering at each home will lower utility bills for income-qualified customers and help Anaheim meet State water conservation regulations.

Eligibility Criteria


In accordance with the grant program requirements, eligibility is determined by the State of California Environmental Protection Agency’s screening tool, which identifies qualifying areas. Other eligibility requirements include:

  1. Customers must meet income qualifications, which is a household income below $49,000)
  2. Homes will be required to have irrigation systems currently installed and living turf
  3. Current turf area must be between 750-1,000 square-feet
  4. $100 refundable deposit is required
