Finamore PBV Waiting List Opening  

The Anaheim Housing Authority is opening up a Project-Based Voucher (PBV) waiting list for the Finamore Place development on March 24, 2022 to homeless families that meet the eligibility criteria listed below.  

  1. Households that qualify as homeless, and are enrolled and in good standing with the Homeless Assistance Program (HAP), Chronically Homeless Individuals Pilot Program (CHIPP), or other City sponsored program and referred to the waiting list by the service provider.
  2. Households that qualify as homeless and are referred by Anaheim City funded Emergency Shelter homeless service providers.
  3. Households that qualify as homeless and are referred by other homeless service providers.

Additional preference will be given to those within each of the above categories who qualify for the Live or Work in Anaheim (Residency) preference or are a U.S. veterans.

HOW TO APPLY: Eligible applicants must be referred by service providers. If you, or someone you know is homeless and are not currently working with a service provider, you may dial 2-1-1 to be connected to a service provider that may refer you if you are eligible.

FY 2022-23 Annual PHA Plan Public Notice

Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA) requires that Public Housing Agencies (PHAs) prepare a Five-Year Plan and an Annual Plan. The purpose of these plans is to provide a comprehensive guide to the PHA’s mission for serving the needs of low-income and very low-income families, and the PHA’s strategy for addressing those needs.

The Five-Year Plan describes the PHA’s long-range goals and objectives over the next five years. The Annual Plan provides details about the PHA’s immediate operations, program participants, programs and services, and the PHA’s strategy for addressing operational and resident concerns over the next fiscal year. 

As required by the QHWRA, the Anaheim Housing Authority is preparing a draft of the Annual Plan for Fiscal Year 2022-2023, along with the required attachments and documents related to the Plan. These documents are be available for review between January 7, 2022 and February 21, 2022 at the Anaheim Housing Authority offices, located at Anaheim City Hall – West Tower,  201 S. Anaheim Blvd., 10th Floor Anaheim, CA 92805; and below:

The Anaheim Housing and Community Development Commission will hold a Public Hearing on Wednesday, March 2, 2022 at 5:00 p.m., to receive and review comments on the Annual Plan. 

PUBLIC PARTICIPATION:  Members of the public can attend the public hearing in person at Anaheim City Hall-West Tower, 10th Floor, 201 S. Anaheim Blvd. Anaheim, CA 92805. Members of the public are invited to review the documents and can submit written comments by sending them to araez@anaheim.net or by calling (714) 765-4320 ext. 4773. Please submit comments prior to 3:00 P.M. the day of the meeting. All comments will be distributed to the Anaheim Housing and Community Development Commission members and will be made part of the official public record as well as included in the final documents submitted to the United States Department of Housing and Urban Development (HUD). 

ACCESSIBILITY: If requested, the agenda and backup materials will be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C. Sec. 12132), and the federal rules and regulations adopted in implementation thereof. New Emergency Housing Vouchers Available  

The Anaheim Housing Authority (AHA) is pleased to announce that it has received 278 Emergency Housing Vouchers (EHVs) from the U.S. Department of Housing and Urban Development (HUD). These new vouchers will help low-income households who are:

  • Homeless; 
  • At risk of homelessness; 
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking; or 
  • Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having a high risk of housing instability. 

 Housing search assistance will be made available to eligible families to help identify safe, decent, and affordable housing. The AHA has partnered with the Orange County Continuum of Care (OC CoC) to ensure that the EHVs assist the targeted families who are most in need. The AHA will assist qualifying families through a direct referral process from the OC CoC, and is expected to start accepting referrals beginning July 1, 2021.

How Do I Apply for an EHV?
If you believe you may be eligible for EHV assistance, you must contact the OC CoC by dialing 2-1-1 on a phone and mentioning the “Emergency Housing Voucher Program.”  Please do not contact the AHA office to apply, as AHA cannot accept any EHV applications directly. You will be redirected to the OC CoC’s 2-1-1 hotline.

Buena Esperanza PBV Waiting List Opening  

The Anaheim Housing Authority is opening up a Project-Based Voucher (PBV) waiting list for the Buena Esperanza development early spring. Applicants must be chronically homeless or at risk of becoming homeless. The waiting list will only be open for those who qualify for the Live or Work in Anaheim preference. U.S. veterans are also eligible for an additional preference in the ordering of applications. Buena Esperanza offers furnished studio units for 1-person households. Eligible applicants will be referred by the Orange County Coordinated Entry System (CES). Beginning April 8, 2021, anyone who would like to be referred to the Buena Esperanza development may dial 2‐1‐1 to be connected to a CES access point for people experiencing homelessness. COVID-19 Adopted Waivers

Since the outbreak of COVID-19, the Anaheim Housing Authority (AHA) has continued to comply with important directives from County and State public health professionals, including social distancing and other preventive practices that help slow the spread of the disease and reduce the risk of exposure. These directives have presented significant challenges for the AHA to continue to carry out several program operations.

The AHA will continue to conduct its due diligence to abide by the statutory and regulatory requirements of the HCV program throughout the state of emergency. However, in the case of the inability to meet these demands due to the COVID-19 pandemic, the AHA has adopted and implemented several waivers and alternative requirements as allowed under Notice PIH 2020-05, Notice PIH 2020-13, Notice PIH 2020-33, and Notice 2021-14.

El Verano PBV Waiting List Opening  

The Anaheim Housing Authority is opening up a Project-Based Voucher (PBV) waiting list for the El Verano Senior Apartments development on September 08, 2020. Applicants must be at least 62 years old and must be living or working in Anaheim to apply. To apply, please click here. Applications will only be accepted online. Opening HCV Waiting List for Mainstream Preference Only

The Anaheim Housing Authority will open its Housing Choice Voucher program waiting list on Monday, December 2, 2019, for individuals who qualify for the mainstream preference. 

To qualify for the mainstream preference, a household member must satisfy all three eligibility criteria: (1) must be between 18 to 61 years old, (2) must be disabled, and (3) must currently be homeless or transitioning out of an institutional or other segregated setting within the next 30 days and have no where else to stay. To apply, you must attach verification that you or a member of your household meets all three of the above criteria.

Beginning December 2, 2019, pre-applications will be accepted at the Anaheim Housing Authority office located at 201 S. Anaheim Blvd. Suite 201, Anaheim, CA 92805. You may submit a written request for the Anaheim Housing Authority to send you a pre-application at the following address: 201 S.
