Late Tuesday evening an armed suspect wanted on suspicion of attempted murder, kidnapping, assault with a deadly weapon, and brandishing a firearm was shot by an Anaheim police officer during a foot pursuit. The suspect was transported to a local hospital and is listed in critical condition. A firearm was recovered at the scene and the officer involved was wearing a Body Worn Camera which was activated.

Just before 6:00 pm on August 23, 2016, Anaheim police officers responded to a report of an assault involving a firearm that just occurred in the 1800 block of W. Neighbors Ave. A male adult victim reported being physically assaulted and taken against his will by three suspects, two males and a female. The victim told officers one of the males was armed with a knife, the other was armed with a handgun, and the female was armed with a club or similar instrument. The subsequent investigation led to the positive identification of the two male suspects as Frank Velasquez, 25, of Anaheim and Alan-Osvaldo Reza-Palamino, 20, also of Anaheim. Investigators were actively involved in locating the suspects as part of the ongoing investigation. While the motive for the crime was not immediately known, gang involvement was suspected. At approximately 10:35 pm, both Velasquez and Reza-Palamino were seen entering a vehicle as passengers in the 1800 block of W. Neighbors Ave. A male unrelated to the initial investigation was driving the vehicle.

Officers and Investigators from the Anaheim Police Department Crime Task Force, Gang Detail, and Field Services Division attempted to stop the vehicle to arrest the suspects. However the vehicle failed to yield and a slow speed pursuit ensued in the surrounding neighborhood. A Pursuit Intervention Technique was utilized at the intersection of La Palma Ave and Mohican Ave which effectively terminated the pursuit. Reza-Palamino immediately ran from the vehicle with officers in foot pursuit. During the foot pursuit, an Officer Involved Shooting occurred and Reza-Palamino was struck. Several concurrent investigations regarding the circumstances surrounding the shooting are underway, including APD Homicide Detectives, Major Incident Review Team Investigators, The Office of Independent Review, and the Orange County District Attorney’s Office.

The driver of the vehicle was not involved in the original crime and his role in the subsequent events is still under investigation. Velasquez will be booked at the Anaheim Detention Facility on suspicion of attempted murder, kidnapping, assault with a deadly weapon and gang enhancements and will be held is being held on $500,000 bail. Reza-Palamino is in police custody at the hospital and will be booked for suspicion of attempted murder, kidnapping, assault with a deadly weapon, brandishing a firearm, possession of a concealed firearm by a gang member, and gang enhancements. His bail will also be $500,000. Investigators are still looking for the female suspect.
