The Undergrounding Conversion project is one of Anaheim Public Utilities' most popular long-term programs.
When most of Anaheim’s older neighborhoods were built, overhead electrical construction was the standard method used to build the lines that carried power to our substations, neighborhoods, industrial centers, homes, and businesses.
In the early1960s, we began installing distribution and service lines inside new tracts underground, later moving on to include distribution line extensions into developing areas.
By 1990, Anaheim had, effectively, stopped building new overhead distribution lines. The City Council established an aggressive Underground Conversion Program, to improve the visual aesthetics along the city’s major transportation corridors by removing overhead power lines, phone and CATV communication cables. Funding for Anaheim's new underground facilities and undergrounding process is provided through a 4-percent surcharge on electric bills. Residents and businesses benefit from the improvements, while Anaheim residential rates continue to be lower than electric rates in neighboring communities.
In addition to the substantial improvements we are making to our city’s streetscapes and the reliability of our electric transmission and distribution system, we are now offering programs that will help residential customers in neighborhoods served by overhead facilities convert to underground services for their homes.
The undergrounding of utility distribution lines and equipment is dramatically changing streetscapes along major boulevards throughout Anaheim. And now, Anaheim Public Utilities is offering residents the opportunity to make significant improvements along their rear property lines and their own back yards.

lots of homes for groups of residents who agree to underground a set of poles. The Rear Property Undergrounding
