To qualify for this program, applicants must meet the eligibility requirements and provide the required program documentation listed below. Please note, supplemental documentation or verification may be requested upon application review.


Eligibility Requirements:

  • Be an Anaheim renter within the City of Anaheim limits (owners, subleases, and residents in unincorporated Anaheim are not eligible for this program)
  • Have incurred a hardship due to the COVID-19 pandemic
  • Have a household income of 80% or below the Orange County Area Median Income

Required Program Documentation:

  • Current and Complete Lease Agreement 
  • Photo ID for all household members 18 years or older
  • Income Information for the past two months or annual income documentation for all household members 18 years or older
  • Documentation for rent and/or utility assistance such as a rent ledger, utility bill, etc.
  • Complete Application Packet with Household Information, and Signed and Dated Declaration of COVID-19 Distress Form and Employment and Assets Self-Certification Form

    • Anaheim Tenants who are 55 years or older may also visit the Downtown Anaheim Community Center Senior Safety Net Program office to receive in person assistance with completing an application.

Funding for this program is limited. This program is subject to close at any time. Applicants who have not received prior assistance from City of Anaheim COVID-19 programs will be prioritized ahead of those who have received prior assistance. Submitting an application does not guarantee assistance. Approved applications are awarded assistance according to program and funding guidelines. According to program guidelines, an applicant may appeal to have their application be reopened within 15 business days from the date of their final decision by award or denial letter.
