[ARCHIVED] Council to consider appointment to fill District 4 vacancy

ANAHEIM, Calif. (Jan. 23, 2023) — Anaheim's City Council on Tuesday is set to consider a potential appointment of a Council member to fill a vacancy for District 4.


The Council at its regularly scheduled meeting on Tuesday is expected to hear from applicants and the public and ask questions of those seeking to represent District 4 through an appointment. 


The meeting starts at 5 p.m. and is held in the Council Chambers of City Hall at 200 S. Anaheim Blvd.

Thirteen District 4 residents are under consideration, after the withdraw of one qualified applicant on Monday. You can see the applicants at Anaheim.net/councilvacancy. 


To qualify, applicants have to be registered to vote and have lived in the district for at least the past 30 days.


Applicants are set to provide opening statements and address questions from the City Council.


Members of the public in attendance will also have the chance to comment on the appointment consideration process.

Anaheim’s District 4 seat was made vacant by the Dec. 4 resignation of former Council member Avelino Valencia, who in November was elected to the California Assembly representing the 68th district, which includes Anaheim.


The City Council voted on Dec. 20 to move forward with an appointment process, which is recommended by Anaheim's governing city charter.


Per Anaheim's charter, the City Council has until Feb. 2 to appoint a representative to fill the District 4 vacancy.


The council also has the option of holding a special meeting on Jan. 31 for additional consideration.


An appointment requires a majority vote of Council members voting on an appointment. The Council currently has six members with the District 4 vacancy.

 

If the Council does not make an appointment, a special election would need to be called at an estimated city cost of $206,000 to $227,000.


Per California election law, a special election would have to be held on the next regularly set election date within 114 days of calling a special election, in this case Nov. 7.


If an appointment is made on Tuesday or during a special meeting on Jan. 31, the selected applicant would be sworn in as the District 4 Council member at the next regularly scheduled meeting on Feb. 7.

 

District 4 covers central-south Anaheim and includes neighborhoods as well as the theme parks, convention center and other businesses of The Anaheim Resort.

 

During the District 4 vacancy, residents and businesses are welcome to reach out to the city manager’s office, the mayor’s office or any Council member for help or assistance.
