ANAHEIM, Calif. (July 31, 2023) — Anaheim has released an awaited independent investigation report commissioned by the city after the events of 2022.
The city is now reviewing the report at the same time as its public release.
Anaheim’s prior City Council commissioned the report in August 2022 with additional direction from the current Council in February and May of 2023.
The report comes after the May 2022 resignation of former Anaheim mayor Harry Sidhu and the 2022 indictment of former Anaheim Chamber of Commerce executive Todd Ament amid a federal investigation.
No one at the city, other than a city attorney’s office representative and Anaheim’s human resources director, has seen the report in advance, including City Council members.
Laguna Niguel-based JL Group LLC compiled the report overseen by retired judge Clay Smith of Judicate West in Santa Ana. It was done from August 2022 through July 2023, with Anaheim receiving a full preliminary report on July 10.
For the past two three weeks, the preliminary report was reviewed for the city by an outside attorney, Scott Tiedemann of Los Angeles-based Liebert Cassidy Whitmore, to ensure compliance with California labor law and city workplace privacy and process rights for employees.
The final 353-page public report includes limited redactions with unredacted versions provided to the City Council, the Orange County District Attorney, the California attorney general and the FBI.
