Application for Appointment to Police Review Board

  1. The Anaheim Police Review Board (PRB) has been established, under the authority of the City Manager, to provide increased transparency, access to information, expand the public’s ability to provide feedback on police accountability, allow for greater civic engagement and further increase awareness of police services and operations. Through the City’s external auditor, the PRB will review critical incidents, receive real-time notifications of major incidents, review police practices and policies, and serve as an advisory body to the City Manager who will then address any recommendations to the Chief of Police and the City Council. The PRB shall be comprised of seven Anaheim residents.

    Members of the PRB are expected to commit 20-40 hours per month.
    Board members will be required to, at least:

    • Convene together as a Board for monthly public meetings;
    • Conduct regular community engagement and outreach to raise awareness of the Board’s function and purpose;
    • Attend and participate in initial and recurrent training;
    • Commit time to reviewing policies, and practices; and
    • Receive presentations and summaries of critical incidents.

    Appointment: Members will be selected using a lottery system. The Board is comprised of seven qualified candidates: one representative from each of Anaheim’s six council districts and one representative from the City at-large. The current unscheduled vacancy is for the at-large appointment. You must reside within Anaheim to apply for the current vacancy. The new member will serve the remaining of the at-large term which ends on June 30, 2022. Board members may serve up to two full consecutive terms. 


    • Candidates must be able to pass a background check. Any person having a felony conviction will not be eligible to serve. Criminal history including misdemeanor convictions will be considered and could affect eligibility.
    • Candidates must be at least 18 years of age.
    • Candidates shall not be currently employed by the City of Anaheim.
    • Candidates/PRB members shall not hold any current law enforcement position or have any existing direct involvement with law enforcement.
    • Candidates shall not have had any employment with the Anaheim Police Department.
    • PRB members are to be fair, impartial and unbiased, committed to community service, able to build working relationships, and communicate effectively with diverse groups.
    • Candidates shall not have a pending claim or be involved in litigation against the City of Anaheim.
    • If appointed, members will be required to sign a confidentiality/non-disclosure agreement.
    • City Manager shall have discretion and final authority on appointment members to the PRB.

    Applications will be accepted on an ongoing basis. First review of applications is on April 4, 2022. Applicants are encouraged to apply early. Applications may close at any time without notice after the first review date.

  13. Police Review Board candidates must undergo a background check prior to serving on the Board. The background check takes approximately 30 days to complete. If selected via the lottery, you will be contacted for purposes of completing a background check.
